EU Dog and Cat Traceability Rules 2026: Key Dates Explained
The EU’s new dog and cat welfare and traceability regulation is published, but its obligations do not all apply immediately. Knowing the dates helps owners distinguish a future EU deadline from a national rule that may already apply.
What is the new regulation?
Regulation (EU) 2026/1818 concerns dog and cat welfare and traceability. Article 20 addresses microchip identification and registration; Article 33 separates entry into force from application. This article focuses on those dates, not every obligation for breeders or sellers.
Which dates matter?
| Provision or group | Date in the regulation |
|---|---|
| General application, subject to exceptions | 31 August 2028 |
| Article 20: operators and persons placing dogs or cats on the market | 31 August 2030 |
| Article 20: non-operator owners not placing dogs on the market | 31 August 2036 |
| Article 20: non-operator owners not placing cats on the market | 31 August 2041 |
These are different categories, not one deadline for all pets. Other provisions have their own dates.
Keep national duties separate
Do not use a later EU date as permission to ignore existing national identification requirements. Ask the competent authority or veterinarian which duties apply to your animal now, and clarify your category if you breed, sell or otherwise place animals on the market.
Prepare a reliable identification folder
As a practical organisation step, keep the chip number, registry contact, supporting document and current owner contact details together. Note which information has been confirmed and by whom. Recheck official guidance before a transfer or purchase rather than relying on an old headline.
Where does PokiPaw fit?
PokiPaw can store supporting records and identification information for your own organisation. It is not the national registry or the regulation’s verification system. Updating the app does not complete official registration.
Do all cats need a new chip today because of this regulation? That conclusion does not follow from these phased dates. Check the existing national rules and your animal’s identification with a veterinarian.
