EU Pet Travel Rules 2026: Passport or Health Certificate?
Travelling to Europe with a dog, cat or ferret starts with a document question: which route are you taking, and where do you normally live? A photo of a vaccination record is useful for preparation, but it cannot replace the official document required at the border.
What changed in April 2026?
The European Commission announced updated pet travel rules on 22 April 2026. Non-commercial travel now falls under Delegated Regulation (EU) 2026/131. The Commission’s current guidance distinguishes an EU pet passport from an animal health certificate for entry from outside the EU. This article covers pets accompanying owners, rather than trade or transport for a sale.
Is an EU passport enough?
According to the Commission’s FAQ, passports are intended for pets whose owners normally reside in the EU. Nationality or owning a holiday home is not enough. Owners resident outside the EU should check the animal health certificate route. Ask the authority for your first EU entry country about your exact journey, including any transit countries.
A phone scan is a backup. Keep the required original with you and ask your veterinarian to check that identification and rabies entries match the animal.
Build a document checklist for your route
Create a planning note before booking non-refundable transport:
- Departure country, first EU entry point and final destination.
- Owner’s normal country of residence and who accompanies the animal.
- Microchip number and the document in which it is recorded.
- Vaccination entries and any route-specific tests or treatment to confirm with the veterinarian.
- Airline or ferry requirements, checked directly with the carrier.
Request written answers where possible. A carrier accepting a booking does not confirm that your border documents are valid. Our car and plane checklist covers packing and carrier preparation separately.
Keep copies organised with PokiPaw
Use PokiPaw to organise health records, treatment dates and supporting documents. Keep a separate trip note listing questions still awaiting confirmation. Store a locally accessible copy of essential files before departure, and check that it opens without a mobile connection. The app is an organiser, not an issuer of official travel documents.
The digital vaccination record guide explains how to maintain a useful health history between trips. Do not change a date merely to make it fit a booking; ask the issuing veterinarian to correct any error.
Questions to ask before leaving
Can a digital record replace a passport? No: bring the original document required for your route.
Does this guide cover every species? No: rabbits, birds and other animals can follow different requirements.
When should I recheck? Before booking and again before departure. Save the authority’s reply with its date so you know which advice you relied on.
Information checked on 5 October 2026. Requirements depend on your route; confirm them with the competent authority and veterinarian.
